the senator from oregon. mr. merkley: madam president, i am going to be very brief in respect for my colleagues who wish to speak. this amendment addresses an important disaster that occurred in many places across our country this year. that is, extensive drought and extensive fires. i've come to this floor a number of times to describe those extensive fires and the damage they did to farmers and ranchers in my home state of oregon, and i know that many others have come to the floor to share their stories. as we address this extraordinarily important bill to respond to the devastation of hurricane sandy, it's only right and well that we also address the disasters that occurred elsewhere in the country earlier in the year. there are five provisions of this program that i am going to leave it in the hands of our distinguished chair of agriculture to address, but i'll come back at a further point and speak to it at greater length. just suffice to say, our farmers and ranchers have waited patiently while we have atte

i understand in oregon, washington state, and in california they're still dealing with debris from the japanese tsunami, and i know the gentlelady from washington state, as well as senator murray, spoke to me about it. we need to clean up what was awash for the important safety of our beaches but also clear navigation. we're going to be looking at coastal habitats, and then because of the hurricane, not only were people displaced, but fisheries were destroyed as well. i'm not equating the two, but, you know, for many of us who are coastal senators, we know that our fisheries are an important part of our identity, an important part of our economy, and an important part of really jobs in our community. we call them watermen in maryland. our colleagues from new england call them lobstermen or fishermen. you call them fishermen. but by whatever name those men and women who work and harvest the sea depend on their fisheries. there were several that were damaged because the storm created such aquatic and habitat upheaval. nance is needed for our fishermen and our fishing communities who depe

states like oregon and others have figured out you can vote by mail without fraud. you can have the opportunities to vote extended in early voting and absentee voting and give people their voice in this democracy. if we want to restore the confidence -ftd american -- of e american people in our government we've got to give them the right to vote on election day. standing in line for seven hours is embarrassing in every state it happens. i know the tradition. state laws determine election standards. that's the way it goes. but when it comes to federal elections, reef a voice in the -- we have a voice in the process and we've got to make sure we come together on a bipartisan basis to deal with it. i'm pleased chairman leahy and i are going to be able to work together to hold a hearing in the full judiciary committee next wednesday, december 19, to continue to explore this issue, and then into the new congress we'll be proposing specific legislation to deal with this issue. though another election season may have ended, our work to perfect or union and preserve our dem
